Semiconductor Fabrication Association of Malaysia

The Semiconductor Fabrication Association of Malaysia (SFAM) is a collaborative platform consisting of semiconductor wafer fabrication companies operating in Malaysia. They include Fuji Electric, Infineon Technologies, MIMOS, ON Semiconductor, Osram Opto Semiconductors, Silterra and X-FAB. The association was founded in 2012 with the main goal of strengthening the E&E ecosystem in Malaysia, particularly the semiconductor industry.  It aims to drive innovation in operational and business processes related to the semiconductor wafer fabrication, or the front-end manufacturing of integrated chips. SFAM will also act as reference body for existing and future wafer fabrication players in Malaysia and present a common voice in addressing various stakeholders, both locally and globally. SFAM members collectively employ over 8,000 people across Malaysia.

Fuji Electric

Fuji Electric Japan, founded in 1923, comprises a wide range of business, from production of electronic devices and components to large scale systems such as electric power plants. In April 2011, Fuji Electric Holdings merged with Fuji Electric Systems to become Fuji Electric Co. – a new company with over 130 affiliates across the world. Fuji Electric (Malaysia) Sdn. Bhd. (FEM) was incorporated in February 1996. Located in Kulim Hi-Tech Park, Kedah Darul Aman and covering a total land area of about 86,000 square meters, operations include substrate plant production and media magnetic disk production. In March 2008, Fuji Electric Semiconductor (Malaysia) Sdn. Bhd. was established for the manufacturing of industrial Insulated Gate Bipolar Transistor (IGBT) modules. On 1st April 2015, the magnetic disk and power semiconductor businesses were merged under one entity - Fuji Electric (Malaysia) Sdn. Bhd, with the aim of expanding the power semiconductor business in Malaysia.



Chong New Hwa started his career as a manufacturing engineer in an American semiconductor company in Penang. He spent 12.5 years there growing his career from an engineer to facility Senior Manager. He joined Fuji Electric Malaysia as a senior management team member for the pioneer start-up in 1997. He has contributed extensively to the expansion and growth of the existing facility, and was also involved in the set-up of the semiconductor (IGBT) wafer chip production and module assembly in Malaysia. Over his 20 years with Fuji Electric Malaysia, Mr. Chong has contributed significantly to the growth and achievements of the plants, working closely with the respective government authorities to attract foreign investments amongst others. He is also an active advocate of CSR activities in Fuji Electric Malaysia oversees that various charitable activities are carried out for the company on a quarterly basis. Mr. Chong received his Bachelor’s degree in Electrical Engineering from Carleton University in Ottawa and his MBA from University of Strathclyde Graduate School.


Infineon Technologies

Infineon Technologies AG is a world leader in semiconductor solutions that make life easier, safer and greener. Microelectronics from Infineon is the key to a better future. In the 2015 fiscal year, the company reported sales of about €5.8 billion with some 35,400 employees worldwide.  In Malaysia, Infineon’s wafer fabrication facility in Kulim High-Tech Park, Kedah Darul Aman, 2006 is its first wafer fab in Asia. Dato’ Peter Halm is the Vice President and Chief Financial Officer of Infineon Technologies (Kulim) Sdn. Bhd.  He has over 35 years of experience in the semiconductor industry, starting his career with Siemens Stammhauslehre in 1982 in Munich, Germany, and continuing in the Planning and Controlling Division for Power Semiconductors. He has held various leadership positions across the Company including Sales Controlling in Berlin, Germany; Head of Business Administration Marketing for Opto Semiconductors, Munich; Commercial Manager for Assembly and Testing in Malacca, Malaysia; and Director Finance & Business Administration Infineon Microcontroller ICs. Dato’ Halm has been instrumental in overseeing the start-up and development of Infineon Technologies’ WaferFab in Kulim, Malaysia, since 2005, and works closely with various stakeholders, including government agencies, to drive local investments. He was conferred the Dato Setia DiRaja Kedah (DSDK) state award, which carries the title “Dato’”, in 2015 in recognition of his contribution to the economic growth of Kedah and Malaysia. Dato’ Halm is currently the Vice Chairman of the Kulim Industrial Tenants Association (KITA) and Chairman of the Semiconductor Fabrication Association of Malaysia (SFAM).

He has over 20 years of experience in multinational companies in the semiconductor and advanced electronics industries. Reporting directly to to the Boards of Directors, Wan Azli has full responsibility for executing the strategic direction of the company. Wan Azli holds a degree in Engineering (Electrical/Electronics), from the University of Hartford, US.

Wouter JF Ooghe is the General Manager of the wafer Fab ISMF, owned by On Semiconductor and located in Seremban, Malaysia. Mr. Ooghe has over 21 years of experience in the engineering and manufacturing industry and has worked in various positions for semiconductor companies including Alcatel and AMI Semiconductor. He holds a Masters of Engineering in Applied Physics from the University of Ghent and a postgraduate degree in Business Administration from the University of Louvain.

Mike Young is the Chief Executive Officer of X-FAB Sarawak Sdn. Bhd.  Mr. Young served as a Scientific Officer at Rutherford Appleton Laboratory in Oxford from 1986 to 1989. From 1989 to 1992 he was a development engineer at Plessey Semiconductors (UK). In 1992 he relocated to Scotland, with National Semiconductor for 4 years as a Device Section Manager. Mr Young then served as Device Manager with Siemens in the UK, for 2 years, from 1996 to 1998, before relocating to US, with ST Microelectronics as a Yield Manager, until 2000.  He joined ATMEL in 2000 and served as Technology Manager and Operations Director until 2008. He then was appointed Operations Manager at X-FAB Plymouth (UK) until 2009, before taking a position in X-FAB Sarawak, (Malaysia) from 2010 to present, as COO and CEO.  Mr. Young holds a degree in Physics, from Aston University, UK, and a Masters Degree in Microelectronics from Middlesex University UK.
